If amnesty is ever offered to illegal immgrants, should it be done on a case by case basis?

There are illegal immigrants who are commiting no crimes since they been here, are paying taxes(AND NOT JUST SALES TAXES), and some that have even been contributing positively to society(besides paying taxes that is).
